When I was a child, nearly all dogs were pets outside. They lived in the backyard and most of the time they were tied to the doghouse. Our dog barked to alert us if someone was in our yard – that was our security alarm. (I’m giving my age away). It was normal for dogs to roam the neighborhood. I never saw a dog on a leash. My mother told me never pet dogs that I didn’t know; they could have rabies! From time to time, I saw the dog catcher parked in our neighborhood, waiting to catch a dog that someone reported as an aggressive stray (or someone who just didn’t want the dog on their lawn). If someone’s dog was missing, the owner would call the dog pound and describe their pet then go pick him up.
